On December 6, 2024, USDA issued a Federal Order requiring additional testing for and reporting of highly pathogenic avian influenza (HPAI) in livestock and milk. This order is in addition to USDA’s April 2024 Federal Order, which requires testing of lactating dairy cows before interstate shipment and reporting of any positive results.

Milk Testing and Reporting Requirements

The National Milk Testing Strategy (NMTS) establishes a structured, uniform, and mandatory testing system that supports the December 2024 Federal Order. USDA works with each State in the contiguous United States to carry out testing in a way that works for the State and aligns with the NMTS standards.
